EFF has an analysis. I looked up the sections they reference and it does indeed seem to be what they say it is.

And in other news, Obama supports the bill as a good compromise. He seem to regret the retroactive immunity clauses but he's not promising to vote against it if such clauses aren't removed. Sigh.
